Bank Street is changing as part of a wider programme of improvements to Rawtenstall town centre.

Work around Bank Street forms part of plans to improve public spaces, walking routes and connections through the town centre, alongside changes to the road network and the redevelopment of Rawtenstall Market. Ref: Lancashire County Council.
What is planned for Bank Street?
Lancashire County Council says the Bank Street project is intended to make the town centre more attractive and accessible, with improvements aimed at making it easier and safer for people to move between shops, services and other parts of Rawtenstall.
The work also connects with changes taking place at Rawtenstall Market. The redeveloped market will have an entrance facing directly onto Bank Street, while York stone is planned as part of an attempt to create a stronger physical connection between the market and the street. Part of a bigger change
Bank Street isn’t being treated as an isolated project.
The work forms part of the wider Rawtenstall Masterplan, as noted by Rossendale Borough Councill, alongside changes to the town’s gyratory system, public transport, walking routes and Rawtenstall Market. Draft Spatial Masterplan – see page 42 for details related to Bank Street.
Together, those projects could noticeably change how people move through Rawtenstall town centre — and how Bank Street connects with the market and surrounding streets.
When will the work start?
Work was due to start in August 2026 but has been delayed.
